New update containing many bug fixes and quality of life features!

- Added /discord to sync in game rank to discord.
- Added Custom Hands Toggle Setting.
- Added increased coke price.
- Added various extra ATMs and Vending Machines.
- Added brightness / contrast settings
- Redo of Owned-Property Backend.
- Fixed State Trooper from being able to jail.
- Fixed jail npc.
- Fixed headlights staying without buying.
- Fixed so only cops can destroy drugs.
- Fixed so only cops cant plant drugs.
- Fixed various serverside errors spamming.
- Fixed harbor drive 4 not having doors.
- Fixed Daily Quest for jobs being coded drunk.
- Fixed delay for binds when chat is closed.
- Redo/Cleanup of arrest code.
- Fixed not being able to kick from organizations.
- Fixed networked vars sometimes not being sent.
- Removed mushrooms (broken)
